64Certain business licence holders may manufacture restricted items

  1. A person may not manufacture any restricted item unless—

  2. the person is a licensed business described in section 82(2) or (3) and the business licence authorises the manufacture of the restricted item; and
    1. the business licence bears an endorsement permitting possession of the restricted item; and
      1. before the restricted item is manufactured, the endorsement has been made specific to the restricted item by the issue of a permit to possess the item.
        1. An individual who is a licensed business, or the senior manager of a body corporate that is a licensed business, commits an offence and is liable on conviction to imprisonment for a term not exceeding 7 years if the licensed business, without reasonable excuse, contravenes subsection (1) and manufactures a restricted firearm.

        2. An individual who is a licensed business, or the senior manager of a body corporate that is a licensed business, commits an offence and is liable on conviction to imprisonment for a term not exceeding 3 years if the licensed business, without reasonable excuse, contravenes subsection (1) and manufactures a restricted magazine or restricted part.
