65Requirements for manufacture of certain arms items by business licence holders

  1. This section applies if a business licence is issued for the purpose of carrying on a business activity relating to the manufacture for sale, hire, lending, or other supply of any of the following classes of arms items:

  2. pistols:
    1. restricted items:
      1. pistol carbine conversion kits:
        1. air pistol carbine conversion kits.
          1. Before manufacturing any class of arms items referred to in subsection (1), a licensed business must—

          2. obtain the approval of the chief executive to manufacture—
            1. the class of arms items; and
              1. the number of items in that class intended to be manufactured; and
              2. have a permit to possess each of the items.
                1. Before approving the manufacture of any class of arms items specified in subsection (1)(a), (b), or (c), the chief executive must be satisfied that there are special reasons why the items that are proposed to be manufactured should be in New Zealand.

                2. The chief executive must, before approving the manufacture of air pistol carbine conversion kits, also be satisfied that the kits are for the personal use of a member of an airsoft or a paintball club that is affiliated with a national airsoft or paintball organisation.

                3. A licensed business that fails to comply with subsection (2) may—

                4. be issued with an improvement notice under section 181; or
                  1. have its business licence suspended under section 145.
