  1. A territorial authority may comply with section 212(1) by—

  2. performing the functions of a building consent authority itself; or
    1. making arrangements for 1 or more other building consent authorities to perform those functions on its behalf; or
      1. a combination of the methods described in paragraphs (a) and (b).
