314: Offences relating to licensing
or “You can get in trouble if you pretend to have a special licence for building work when you don't really have one.”

You could also call this:

“Rules about how builders should behave properly at work can be made by important people in the government.”

The Governor-General can make rules about how licensed building practitioners should behave. These rules are called a code of ethics. The Governor-General does this by making an Order in Council after the Minister recommends it. The code of ethics sets out the minimum standards that licensed building practitioners must follow to be ethical in their work. There might be different codes for different types of building practitioners.

When the Governor-General makes these rules, it’s called secondary legislation. This means it follows special rules about how it’s published and made official. You can find out more about these rules in Part 3 of the Legislation Act 2019.
