280: Costs may be recovered from territorial authority
or “ The Minister can ask the territorial authority to pay back money spent on doing the authority's job. ”

You could also call this:

“ Rules for choosing someone to help run a local council when it needs extra support ”

If the Minister wants to appoint someone to do the job of a territorial authority, they must follow certain rules. You need to know that the Minister has to tell the territorial authority in writing at least 15 working days before they make the appointment. The Minister also has to say how long the appointment will last.

The Minister can decide on any terms and conditions for the appointment that they think are right. They can also renew the appointment if they follow the rules in section 278.

If you’re appointed to do this job, you can quit if you want to. But you have to tell the Minister in writing at least 20 working days before you plan to leave.
