“This section explains which registered building consent authorities must follow these rules.”

This part of the law talks about which building consent authorities it applies to. It applies to you if you are a building consent authority that is registered and provides services in a district. However, it doesn’t apply to you if you are the territorial authority for that district or if you are the regional authority for that region. It also doesn’t apply if you are another authority that has been given special duties by section 233 or section 244. To be covered by this part of the law, you need to be registered under section 273.
