Building Act 2004

Miscellaneous provisions - Miscellaneous - Regulations

404: Certain regulations must not come into force earlier than specified date

You could also call this:

“Some new rules can't start until other important rules are ready to begin.”

If you want to make rules about building work that needs to be inspected and how to inspect it, you can’t make these rules start before some other important parts of the law start. These other parts are about getting building consents and how to make sure buildings are safe. This is to make sure everything works together properly and keeps people safe.
