277: Non-performance by territorial authority
or “The Minister can choose someone to do the local council's job if they're not doing it properly.”

You could also call this:

“Rules for choosing someone to help when a local council can't do its job properly”

When the Minister thinks about choosing someone to help a territorial authority, they need to decide if the authority can do their job well enough. The Minister has to think about whether the authority can do all the things they’re supposed to do under the law.

If the Minister does choose someone to help, they have to think about the same things when it’s time to decide if that person should keep helping. The Minister needs to look at whether the territorial authority can do its job properly now.

If the Minister thinks the territorial authority can do its job again, they will tell the person who was helping to stop. The Minister will also tell the territorial authority to start doing its job again.

When the Minister decides the person helping should stop, they have to let that person know. This is called giving them notice that their job is ending.
