59: Liability to pay levy: territorial authority
or “ The local council must pay a fee to the government when they approve building work. ”

You could also call this:

“The local council can keep a small part of the building money it collects for the government.”

You can keep a small part of the building levy money. If you are a territorial authority, you are allowed to keep 3% of the levies that you are responsible for under section 59 each month. This means that for every $100 of levy money, you can keep $3 for yourself. However, this rule is subject to section 61, which might have additional information or conditions about keeping this money.
