The Governor-General can create special licenses for different types of building work or building inspection work. They do this by making an order based on what the Minister recommends. These licenses can be for doing the work, supervising the work, or both doing and supervising the work.

When the Governor-General makes this kind of order, it becomes a type of law called secondary legislation. You can find out more about how this type of law is published by looking at Part 3 of the Legislation Act 2019.
