410: Access to material incorporated by reference
or “Rules for finding and reading important building information that experts use to make decisions”

You could also call this:

“Certain rules about making laws don't apply to extra information added to fisheries rules”

When someone makes rules or instructions under the Building Act 2004, they might include information from other sources. This is called ‘incorporating by reference’. Even though this information is now part of the rules, some parts of the Legislation Act 2019 don’t apply to it. Specifically, Subpart 1 of Part 3 and section 114 of the Legislation Act 2019 don’t apply to this incorporated information. This means the incorporated information is treated differently from the rest of the rules.
